You'll need to do a little research about the Windows Local security policy.
Start%26gt;Control panel%26gt;Administrative Tools%26gt;Local Security Policy
From there you'll be able to view policy's that control what users on your machine can or cannot do. Ensure that the users on the machine only have USER status, and not administrator status.
