Whenever I install a new theme in windows XP, the desktop background and only a few icons change, while the title bars, menus and the rest don't change. Why? Whenever I install a new theme in windows XP, the title bars and menus dont change. Why? ?You need to install UXTheme Multi-Patcher 4.0. This should do the trick!
