How to change the local port number in ror as 3000 from 8080? and also how to install Fishglass gem server?

I have installed netbeans ide and ruby on rails, in my system. i tried to develop some weblogs after finishing everything, if i execute it - that page was displaying like 404 Page Not Found. Can u anyone please tell me how to change the local port id from 8080 to 3000. and also need to know how to install fishglass gem v3 on netbeans
